Q. Has the due date for the NYGEAR UP Annual Performance Report (APR) changed due to the COVID-19 public health emergency?
A. At this time, there is no change to the April 30, 2020 due date. HESC will notify partners if we receive changes or guidelines from the U.S. Department of Education (DOE).
Q. Can NYGEAR UP partners change their scopes of service for the remainder of the year due to the COVID-19 public health emergency? If so, do we report these changes?
A. Yes, partners are allowed to amend their scopes of service as needed. No, you are not required to notify the DOE of any changes.
Q. It may be difficult for us to fulfill our match requirements as a result of COVID-19 public health emergency. Will there be changes to these requirements?
A. National Council for Community and Education Partnerships (NCCEP) is working with the DOE to eliminate match requirements for this year and for next year.
Q. It may also be difficult to avoid providing services or supplies that would normally be considered as supplanting. How can we handle this?
A. The DOE has indicated that sites should take action to provide the services and supplies most needed by our students and they will waive any incidences of supplanting.
